libdatetime-format-rfc3339-per software package provides module to parse and format RFC3339 datetime strings, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libdatetime-format-rfc3339-per
libdatetime-format-rfc3339-per is installed in your system.
Make ensure the libdatetime-format-rfc3339-per package were installed using the commands given below,
$ sudo dpkg-query -l | grep libdatetime-format-rfc3339-per*
You will get with libdatetime-format-rfc3339-per package name, version, architecture and description in a table
