libfko3-dev software package provides FireWall KNock OPerator - development library, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libfko3-dev
libfko3-dev is installed in your system.
Make ensure the libfko3-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libfko3-dev *
You will get with libfko3-dev package name, version, architecture and description in a table
