libevent1-dev software package provides development libraries, header files and docs for libevent, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libevent1-dev
libevent1-dev is installed in your system.
Make ensure the libevent1-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libevent1-dev *
You will get with libevent1-dev package name, version, architecture and description in a table
