libdisorder-dev software package provides library for entropy measurement of byte streams (devel), you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libdisorder-dev
libdisorder-dev is installed in your system.
Make ensure the libdisorder-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libdisorder-dev *
You will get with libdisorder-dev package name, version, architecture and description in a table
