libcv-dev software package provides Translation package for libcv-dev, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcv-dev
libcv-dev is installed in your system.
Make ensure the libcv-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcv-dev *
You will get with libcv-dev package name, version, architecture and description in a table
