libcmtspeechdata-dev software package provides modem speech data handling library (devel files), you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcmtspeechdata-dev
libcmtspeechdata-dev is installed in your system.
Make ensure the libcmtspeechdata-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcmtspeechdata-dev *
You will get with libcmtspeechdata-dev package name, version, architecture and description in a table
