libcitygml-dev software package provides Static and header files of libcitygml, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcitygml-dev
libcitygml-dev is installed in your system.
Make ensure the libcitygml-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcitygml-dev *
You will get with libcitygml-dev package name, version, architecture and description in a table
