libcblas-dev software package provides Basic Linear Algebra Subroutines 3, static library, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcblas-dev
libcblas-dev is installed in your system.
Make ensure the libcblas-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcblas-dev *
You will get with libcblas-dev package name, version, architecture and description in a table
