libassuan-mingw-w64-dev software package provides IPC library for the GnuPG components -- Windows port, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libassuan-mingw-w64-dev
libassuan-mingw-w64-dev is installed in your system.
Make ensure the libassuan-mingw-w64-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libassuan-mingw-w64-dev *
You will get with libassuan-mingw-w64-dev package name, version, architecture and description in a table
