libarpack2 software package provides Fortran77 subroutines to solve large scale eigenvalue problems, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libarpack2
libarpack2 is installed in your system.
Make ensure the libarpack2 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libarpack2 *
You will get with libarpack2 package name, version, architecture and description in a table
