kwin-decoration-oxygen software package provides KWin decoration for the Oxygen desktop theme, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install kwin-decoration-oxygen
kwin-decoration-oxygen is installed in your system.
Make ensure the kwin-decoration-oxygen package were installed using the commands given below,
$ sudo dpkg-query -l | grep kwin-decoration-oxygen *
You will get with kwin-decoration-oxygen package name, version, architecture and description in a table
