gstreamer1.0-rtsp software package provides RTSP plugin for GStreamer, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install gstreamer1.0-rtsp
gstreamer1.0-rtsp is installed in your system.
Make ensure the gstreamer1.0-rtsp package were installed using the commands given below,
$ sudo dpkg-query -l | grep gstreamer1.0-rtsp *
You will get with gstreamer1.0-rtsp package name, version, architecture and description in a table
