gfortran-multilib-mipsel-linux software package provides GNU Fortran 95 compiler for the mipsel architecture, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install gfortran-multilib-mipsel-linux
gfortran-multilib-mipsel-linux is installed in your system.
Make ensure the gfortran-multilib-mipsel-linux package were installed using the commands given below,
$ sudo dpkg-query -l | grep gfortran-multilib-mipsel-linux*
You will get with gfortran-multilib-mipsel-linux package name, version, architecture and description in a table
