gfortran-4.9-powerpc64le-linux software package provides GNU Fortran compiler, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install gfortran-4.9-powerpc64le-linux
gfortran-4.9-powerpc64le-linux is installed in your system.
Make ensure the gfortran-4.9-powerpc64le-linux package were installed using the commands given below,
