geoclue-localnet software package provides Position server for GeoClue (local network), you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install geoclue-localnet
geoclue-localnet is installed in your system.
Make ensure the geoclue-localnet package were installed using the commands given below,
$ sudo dpkg-query -l | grep geoclue-localnet *
You will get with geoclue-localnet package name, version, architecture and description in a table
