Uninstall dnscrypt-proxy-plugins including dependent package

$ sudo apt-get remove --auto-remove dnscrypt-proxy-plugins 
Use Purging dnscrypt-proxy-plugins

If you use with purge options to dnscrypt-proxy-plugins package all the configuration and dependent packages will be removed.
