conv-tools software package provides convert 8 bit character encoding in file names and text content to UTF-8, you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install conv-tools
conv-tools is installed in your system.
Make ensure the conv-tools package were installed using the commands given below,
$ sudo dpkg-query -l | grep conv-tools *
You will get with conv-tools package name, version, architecture and description in a table
