libghc-intern-dev software package provides hash consing for data types - libraries, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libghc-intern-dev
libghc-intern-dev is installed in your system.
Make ensure the libghc-intern-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libghc-intern-dev *
You will get with libghc-intern-dev package name, version, architecture and description in a table
