libestools-dev software package provides Edinburgh Speech Tools Library - developer's libraries, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libestools-dev
libestools-dev is installed in your system.
Make ensure the libestools-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libestools-dev *
You will get with libestools-dev package name, version, architecture and description in a table
