libdpdk-dev software package provides Data Plane Development Kit (basic development files), you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libdpdk-dev
libdpdk-dev is installed in your system.
Make ensure the libdpdk-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libdpdk-dev *
You will get with libdpdk-dev package name, version, architecture and description in a table
