libdbd-xbase-perl software package provides Perl module to access xbase files (optionally through DBI), you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libdbd-xbase-perl
libdbd-xbase-perl is installed in your system.
Make ensure the libdbd-xbase-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep libdbd-xbase-perl *
You will get with libdbd-xbase-perl package name, version, architecture and description in a table
