libconstant-generate-perl software package provides Perl module providing useful utilities for handling symbolic constants, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libconstant-generate-perl
libconstant-generate-perl is installed in your system.
Make ensure the libconstant-generate-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep libconstant-generate-perl *
You will get with libconstant-generate-perl package name, version, architecture and description in a table
