libclutter-gst-3.0-dev software package provides Open GL based interactive canvas library GStreamer elements (development files), you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libclutter-gst-3.0-dev
libclutter-gst-3.0-dev is installed in your system.
Make ensure the libclutter-gst-3.0-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libclutter-gst-3.0-dev *
You will get with libclutter-gst-3.0-dev package name, version, architecture and description in a table
