libchardet1 software package provides universal charset detection library - shared library, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libchardet1
libchardet1 is installed in your system.
Make ensure the libchardet1 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libchardet1 *
You will get with libchardet1 package name, version, architecture and description in a table
