libarrayfire-cpu-dev software package provides Development files for ArrayFire (CPU backend), you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libarrayfire-cpu-dev
libarrayfire-cpu-dev is installed in your system.
Make ensure the libarrayfire-cpu-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libarrayfire-cpu-dev *
You will get with libarrayfire-cpu-dev package name, version, architecture and description in a table
