kdebase-runtime software package provides Transitional package for the KDE runtime components, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install kdebase-runtime
kdebase-runtime is installed in your system.
Make ensure the kdebase-runtime package were installed using the commands given below,
$ sudo dpkg-query -l | grep kdebase-runtime *
You will get with kdebase-runtime package name, version, architecture and description in a table
