gsl-ref-html software package provides GNU Scientific Library (GSL) Reference Manual in html, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install gsl-ref-html
gsl-ref-html is installed in your system.
Make ensure the gsl-ref-html package were installed using the commands given below,
$ sudo dpkg-query -l | grep gsl-ref-html *
You will get with gsl-ref-html package name, version, architecture and description in a table
