gfortran-powerpc-linux-gnuspe software package provides GNU Fortran 95 compiler for the powerpcspe architecture, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install gfortran-powerpc-linux-gnuspe
gfortran-powerpc-linux-gnuspe is installed in your system.
Make ensure the gfortran-powerpc-linux-gnuspe package were installed using the commands given below,
$ sudo dpkg-query -l | grep gfortran-powerpc-linux-gnuspe *
