budgie-core-dev software package provides Development package for budgie-desktop, you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install budgie-core-dev
budgie-core-dev is installed in your system.
Make ensure the budgie-core-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep budgie-core-dev *
You will get with budgie-core-dev package name, version, architecture and description in a table
