liblapack3 software package provides Library of linear algebra routines 3 - shared version, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install liblapack3
liblapack3 is installed in your system.
Make ensure the liblapack3 package were installed using the commands given below,
$ sudo dpkg-query -l | grep liblapack3 *
You will get with liblapack3 package name, version, architecture and description in a table
