libkml-dev software package provides Library to manipulate KML 2.2 OGC standard files - development files, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libkml-dev
libkml-dev is installed in your system.
Make ensure the libkml-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libkml-dev *
You will get with libkml-dev package name, version, architecture and description in a table
