libisccfg140 software package provides Config File Handling Library used by BIND, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libisccfg140
libisccfg140 is installed in your system.
Make ensure the libisccfg140 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libisccfg140 *
You will get with libisccfg140 package name, version, architecture and description in a table
