libhogweed4 software package provides low level cryptographic library (public-key cryptos), you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libhogweed4
libhogweed4 is installed in your system.
Make ensure the libhogweed4 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libhogweed4 *
You will get with libhogweed4 package name, version, architecture and description in a table
