libglfw-dev software package provides portable library for OpenGL, window and input (development files), you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libglfw-dev
libglfw-dev is installed in your system.
Make ensure the libglfw-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libglfw-dev *
You will get with libglfw-dev package name, version, architecture and description in a table
