libgl1-mesa-dev software package provides free implementation of the OpenGL API -- GLX development files, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libgl1-mesa-dev
libgl1-mesa-dev is installed in your system.
Make ensure the libgl1-mesa-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libgl1-mesa-dev *
You will get with libgl1-mesa-dev package name, version, architecture and description in a table
