libfpga-dev software package provides development files for fpgatools, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libfpga-dev
libfpga-dev is installed in your system.
Make ensure the libfpga-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libfpga-dev *
You will get with libfpga-dev package name, version, architecture and description in a table
