libespeak-dev software package provides Multi-lingual software speech synthesizer: development files, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libespeak-dev
libespeak-dev is installed in your system.
Make ensure the libespeak-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libespeak-dev *
You will get with libespeak-dev package name, version, architecture and description in a table
