libenet-dev software package provides thin network communication layer on top of UDP - headers, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libenet-dev
libenet-dev is installed in your system.
Make ensure the libenet-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libenet-dev *
You will get with libenet-dev package name, version, architecture and description in a table
