libapr1-dev software package provides Apache Portable Runtime Library - Development Headers, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libapr1-dev
libapr1-dev is installed in your system.
Make ensure the libapr1-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libapr1-dev *
You will get with libapr1-dev package name, version, architecture and description in a table
