josm-l10n software package provides Editor for OpenStreetMap - translation files, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install josm-l10n
josm-l10n is installed in your system.
Make ensure the josm-l10n package were installed using the commands given below,
$ sudo dpkg-query -l | grep josm-l10n *
You will get with josm-l10n package name, version, architecture and description in a table
