ipset software package provides administration tool for kernel IP sets, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install ipset
ipset is installed in your system.
Make ensure the ipset package were installed using the commands given below,
$ sudo dpkg-query -l | grep ipset *
You will get with ipset package name, version, architecture and description in a table
