idlestat software package provides measure CPU time in idle and operating states, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install idlestat
idlestat is installed in your system.
Make ensure the idlestat package were installed using the commands given below,
$ sudo dpkg-query -l | grep idlestat *
You will get with idlestat package name, version, architecture and description in a table
