graphviz-dev software package provides transitional package for graphviz-dev rename, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install graphviz-dev
graphviz-dev is installed in your system.
Make ensure the graphviz-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep graphviz-dev *
You will get with graphviz-dev package name, version, architecture and description in a table
