debmake software package provides helper script to make the Debian source package, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install debmake
debmake is installed in your system.
Make ensure the debmake package were installed using the commands given below,
$ sudo dpkg-query -l | grep debmake *
You will get with debmake package name, version, architecture and description in a table
