debian-keyring software package provides GnuPG keys of Debian Developers and Maintainers, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install debian-keyring
debian-keyring is installed in your system.
Make ensure the debian-keyring package were installed using the commands given below,
$ sudo dpkg-query -l | grep debian-keyring *
You will get with debian-keyring package name, version, architecture and description in a table
