python-qgis-common software package provides Python bindings to QGIS - architecture-independent files, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install python-qgis-common
python-qgis-common is installed in your system.
Make ensure the python-qgis-common package were installed using the commands given below,
$ sudo dpkg-query -l | grep python-qgis-common *
You will get with python-qgis-common package name, version, architecture and description in a table
