$ sudo apt-get update
$ sudo apt-get install protobuf-c-compiler 

protobuf-c-compiler is installed in your system.

Make ensure the protobuf-c-compiler package were installed using the commands given below,

$ sudo dpkg-query -l | grep protobuf-c-compiler *

You will get with protobuf-c-compiler package name, version, architecture and description in a table

protobuf-c-compiler package basic information:
