mesa-common-dev software package provides Developer documentation for Mesa, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install mesa-common-dev
mesa-common-dev is installed in your system.
Make ensure the mesa-common-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep mesa-common-dev *
You will get with mesa-common-dev package name, version, architecture and description in a table
