libzim-dev software package provides library implementation of ZIM specifications (development), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libzim-dev
libzim-dev is installed in your system.
Make ensure the libzim-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libzim-dev *
You will get with libzim-dev package name, version, architecture and description in a table
