libxr1-dev software package provides SSL-capable XML-RPC implementation - development files, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libxr1-dev
libxr1-dev is installed in your system.
Make ensure the libxr1-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libxr1-dev *
You will get with libxr1-dev package name, version, architecture and description in a table
